As reported by Rolling Out, Springfield Illinois Police Officer Samuel Rosario has been charged with one count of official misconduct and two counts of battery after getting into an altercation with a 19-year-old man.
Responding to a domestic dispute, Rosario was confronted by a 19-year-old man. After receiving multiple verbal insults, the police officer offered to “throw hands” with the man.
The officer then announced that he would not arrest the teenager, if he attempted to fight him. The two men struggled, before the officer began beating the teenager. The incident was caught on body camera, as seen above.
